We are pleased to announce that the 2nd ETSI PEMEA Plugtests event will take place from 2 to 5 November 2026 in Heraklion, Greece.
This event will focus on validating interoperability between different implementations of the ETSI PEMEA standards framework in realistic cross-border emergency communication scenarios. It represents an important opportunity for technology providers, emergency application developers, PSAPs, public authorities, network operators and integrators to test, observe and contribute to the continued evolution of PEMEA.
The Plugtests provide a practical interoperability environment where participants can verify end-to-end communication between PEMEA-compliant mobile emergency applications, PEMEA network components and PSAP systems. Special attention will be given to real-life use cases involving cross-border emergency communications, roaming scenarios, operational deployment conditions, and accessible access to emergency services for users who cannot always rely on traditional voice calls, including people with disabilities using text, real-time text, file exchange or multimedia communication channels.
The technical scope of the event will cover the main PEMEA specifications and extensions, including:
- Core PEMEA communication, roaming, authentication, authorisation and callback mechanisms, based on ETSI TS 103 478.
- Service Discovery capabilities, based on ETSI TS 103 872.
- Real-Time Text communication, based on ETSI TS 103 871.
- Audio and video communication over WebRTC, based on ETSI TS 103 945.
- Instant Messaging, based on ETSI TS 103 756.
- File Exchange during emergency communications, based on ETSI TS 104 014.
- Application-to-PSAP end-to-end communication and interoperability with emergency service infrastructures.
The expected outcomes of the Plugtests include the validation of interoperability between multiple vendors, the identification of implementation issues and possible gaps in the standards, and the collection of feedback to support future improvements in the ETSI PEMEA specifications.
For the PEMEA ecosystem, this event is particularly relevant because it helps increase the maturity, robustness and operational readiness of the PEMEA standards framework. It also supports the wider objective of enabling secure, interoperable and accessible digital emergency communications across borders.
Participants may join with complete PEMEA solutions or with specific components, such as mobile emergency applications, PEMEA nodes, PSAP interfaces, RTT services, audio/video services, instant messaging, file exchange or service discovery implementations.
The PEMEA Consortium encourages all organisations involved in emergency communications, public safety, accessibility, mobile applications and next-generation emergency services to consider participating in the event, either by bringing technology for testing or by following the activity as observers.
By participating in the ETSI PEMEA Plugtests, organisations can validate their implementations, gain practical interoperability experience, contribute to the improvement of the standards, and support the deployment of PEMEA as a reliable framework for cross-border emergency communications in Europe.
